I write to acknowledge the receipt of your three
letters dated 17th September, and note that a further letter
is to be sent to me on receipt of the Report which the Governor
of Hong Kong has been asked to furnish upon the cases in ques-
tion, relating to Mui Tsai in the Colony.
The enclosed cuttings from the "South China Morning
Post" of August the 10th may be of interest to you if you have
not seen them. It is to be regretted that the letters are
anonymous, but this is easily understood in view of the fact
that when we were in the Colony in 1919, any strong protest on
this question of Child Slavery made by a resident was liable to
be followed at once by acts of intimidation on the part of the
Government to the person who protested.
I can and do fully appreciate and understand that the
Secretary of State, as head of the Colonial Service, deprecates
the third paragraph in my covering letter of the 5th September,
and perhaps I should have said that I was referring to infor
mation supplied to the Colonial Office between the years 1920 -
